Pho Hien used to be a bustling commercial port on the Red River, only second to the ancient capital of Thang Long (now Hanoi) in the 16th -17th century. It was well-known among foreigner traders, especially those from China, Japan and the Netherlands.

 Although Pho Hien is no longer crowded and busy as in the old days, an old architectural complex of the town still remains, with nearly 60 historical and cultural relics. The festival will aim to recreate the atmosphere of the old day through various activities held in the relic sites, such as Xich Dang Temple of Literature, Chuong and Pho pagodas, Mau, Tran, Thien Hau temples and Ban Nguyet pond.

The festival will also feature traditional rituals, folk games and local specialties.
