Update: Oct 02, 2013
The city of Dien Bien Phu in the northern province of Dien Bien is preparing for the "con" (colourful fabric ball) throwing festival, which will take place on October 25-27, with participation of localities of neighbouring Laos and China.

There are six delegations joining the festival including Dien Bien Phu city, Dien Bien district, Muong Nhe district of Dien Bien province, Muong Te district of Lai Chau province and two foreign delegations of Nhot U district, Phongsaly province, Laos, and Jiangcheng district, Yunnan province, China.

This is an activity to promote and develop tourism, as well as to mark the 60th anniversary of Dien Bien Phu victory.

According to Nguyen Xuan Quang, Deputy Chairman of the Dien Bien Phu city People's Committee and head of the organizing sub-committee of the festival, this is the first event of its kind held in Dien Bien Phu city and the third one in the region. The first and second one were organized in Jiangcheng district, Yunnan province, China.

The district of Muong Nhe of Dien Bien province borders Nhot U district, Laos and Jiangcheng district, Yunnan province, China. Muong Te district of Lai Chau province is also in same position. The characteristics of the region are influenced by Thai ethnic minority culture in all three countries, especially "Con" throwing sport, so localities of the three country have agreed to annually organize this festival in the localities of three countries in turn.

The expenditure is about VND3 billion, which is from the budget of Dien Bien Phu city and from organizations and individuals.
